Understanding California's Defensible Space Zones: Zone 0, 1, and 2
California's defensible space framework divides the area around your home into distinct zones, each with specific requirements.
HIGHEST RISK
Zone 0 – 0–5 feet
The highest-risk zone, immediately adjacent to your structure. Non-combustible or ignition-resistant materials are required. This is where fencing matters most. Wood and vinyl fences within this zone are a direct code violation in designated fire hazard areas.
VEGETATION ZONE
Zone 1 – 0–30 feet
Also called the "Lean, Clean, and Green" zone. Vegetation must be managed to reduce fire intensity and slow the spread of fire toward the structure. Combustible materials, including woodpiles and propane tanks, must be managed or removed.
REDUCED FUEL
Zone 2 – 30–100 feet
Vegetation should be maintained by mowing grass to 4" or less, removing dead plants/debris, spacing shrubs/trees apart, and pruning low branches. Outbuildings and propane tanks must have at least 10' of clearance from flammable vegetation. Non-combustible metal fencing strengthens this defensible space.
Fencing is most directly regulated under Zone 0, but any fence run that connects from Zone 2 or Zone 1 directly to your structure also creates a continuous fuel pathway if it's combustible. The code compliance requirement is specifically Zone 0, but the practical fire risk extends along any combustible fence line that reaches the building.

COMMON QUESTIONS
Frequently Asked Questions
-
Zone 0 is the 0 to 5 foot area immediately surrounding your home's structure. California requires non-combustible or ignition-resistant materials within this zone for properties in designated fire hazard severity zones. Wood and vinyl fencing do not comply. CAL FIRE listed galvanized steel does.
-
Zone 0 (0–5 ft) requires non-combustible materials adjacent to the structure. Zone 1 (0–30 ft) requires managed, reduced vegetation. Zone 2 (30–100 ft) requires thinned, spaced vegetation to reduce fire spread. Fencing is specifically regulated under Zone 0 requirements.
-
If your property is in a High or Very High Fire Hazard Severity Zone in California, Zone 0 requirements apply. The 2025 CAL FIRE map update added 1.4 million new acres to these designations. Check your zone at egis.fire.ca.gov/FHSZ.
-
Non-combustible fencing that is specifically listed on the CAL FIRE-approved building materials list. MWF Solutions products carry Listing #8170 under Ignition-Resistant Materials and an ASTM Class A Fire Rating (Zero Flame Spread). Wood and vinyl fencing do not qualify.
-
California's Zone 0 enforcement began in 2026 with a three-year compliance window. Most homeowners have until 2029 to replace combustible fencing. There are no grandfathering provisions for existing fences.
-
Documented Zone 0 compliance with a CAL FIRE listed product can support your position with insurers. Keep your product's CAL FIRE listing number and any AB 38 defensible space inspection results as documentation when dealing with your insurer.
